The Government of Ontario is committed to establishing a new online market for internet gaming (igaming) that is both competitive and protects consumers.  iGaming OntarioTM was established in July 2021 as an agency of the Government of Ontario and a subsidiary of the Alcohol and Gaming Commission of Ontario (AGCO) to conduct and manage internet gaming in the province when provided by private gaming operators. The successful candidate for this position will be an employee of iGaming Ontario.


iGaming Ontario (iGO) requires an experienced Senior Policy Advisor to provide project leadership and expertise in the development and implementation of policies and programs, which support iGO’s commercial mandate and commitments and the government’s policy agenda related to iGaming Ontario.  This position will take a leading role in all aspects of the policy lifecycle through research on emerging issues and trends, the development of briefing materials, policy papers, and presentations to the Board, senior executives and stakeholders.

 

Reporting to the Director, Market Strategy and Insights, you will: 

  •  Lead and/or participate in the planning, development and evaluation of policy advice through sound research and analytics to advance policy and program development and implementation of complex policy projects
  • Lead the development and analysis of strategic policy options and designs that establish and support the commercial and government mandates of iGO
  • Advance iGO’s research and program evaluation capacities by applying innovative research and analysis techniques that form the basis of evidence-based decision making to support policy development, program management and quality assurance 
  • Provide expertise for the identification, analysis and assessment of a broad range of issues, trends and directions which affect the development of related legislation, policies and programs
  • Coordinate and lead analysis, business process design and development projects utilizing knowledge management principles and leveraging the iGO Market Insights department to support data analytics
  • Develop, nurture and manage stakeholder consultations, partnerships and relationships on key policy and program issues, initiatives, activities impacting project and program initiatives
  • Lead responses to policy issues arising from government, other agencies and stakeholders.
  • Lead project staff in a highly collaborative and consultative manner on policy development projects.

The ideal candidate will have: 

  • Background in one of the following fields: Public Policy, Political Science, Law, Economics, Business Administration, and/or relevant senior experience that develops critical and strategic thinking
  • Demonstrated experience in policy or program development and evaluation 
  • Advanced knowledge of research techniques and methods, trend and statistical analysis, including qualitative and quantitative analysis, and jurisdictional and cross-sectoral impact analysis 
  • Demonstrated experience in supporting executive decision making and the political acuity to understand critical issues and concerns faced by a variety of stakeholders
  • Superior analytical, writing, facilitation and presentation skills
  • Strong consultative, communication, relationship management and partnership building skills
  • Excellent knowledge of and/or ability to acquire understanding of legislation, regulations, and policies pertaining to igaming regulation 
  • Proficiency in working in a constructive, team environment with many conflicting demands, pressures, and priorities
  • An understanding of and demonstrated experience applying project management techniques
  • A general understanding of iGO and government decision making processes, the regulated iGaming sectors and the broad political and social context.
The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
